The Sindh Cabinet has approved a new wheat support package and a digital land transfer system aimed at helping farmers and making property transactions easier. The decisions were taken during a provincial cabinet meeting chaired by Chief Minister Syed Murad Ali Shah.
🌾 Wheat Support Package for Farmers
The Sindh government has approved an enhanced support package for wheat growers owning up to 25 acres of land.
Under the package:
- Eligible farmers will receive a subsidy for DAP fertilizer or an approved alternative.
- Farmers supplying wheat to the Food Department will receive an additional incentive.
- The additional subsidy has been increased from Rs1,000 to Rs2,000 per maund.
- Around 550,000 wheat growers across Sindh are expected to benefit.
- The overall wheat support allocation could reach approximately Rs16 billion, subject to verification and disbursement.

The government has also directed fresh registration of eligible wheat growers. Existing beneficiaries will be revalidated, while new applicants will be registered through an upgraded digital platform.
Approved subsidy payments will be transferred directly into beneficiaries’ Benazir Hari Card accounts through Sindh Bank.
🏡 Digital Land Transfer System
Another major decision is the launch of a Digitalisation and e-Transfer of Title System.
The pilot system will initially operate in:
- Matiari
- Palijani
- Deh Bagerji in Sukkur District
The system has been developed by Sukkur IBA University in collaboration with the Board of Revenue.
📱 How the New Land System Will Help
The digital system is designed to make land transactions faster and more transparent.
Landowners will be able to:
- Access their land records online
- Sell or purchase property electronically
- Transfer property as a gift
- Complete land-title transfers through a digital platform
- Receive a property card as a record of ownership
The system is integrated with FBR, NADRA and Sindh e-Stamping for verification and processing. A physical visit will still be required for biometric verification.
🌱 Why These Decisions Matter
The wheat package is designed to provide financial support to eligible growers, particularly through fertilizer assistance and procurement incentives. At the same time, the digital land system aims to reduce paperwork, delays and the need for repeated visits during property transactions.
The wheat support price for the 2026-27 season has not yet been finalized and was deferred for further consultations and financial assessment.
